Models predict some $24.2 billion in economic output and $5.1 billion in tax revenue.
As part of the plan, up to 6,500 housing units will be created with 30 percent designated as affordable.
New roads will aim to improve traffic flow, with designs promoting walkable neighborhoods and spaces for the community to use on non-matchdays.
Retail, hotels, and offices will bring in extra revenue and create a thriving area in what has been a vacant lot for eight years.
Bowser, whose term is up in December, will leave a project she has taken an active role in driving as her legacy.
“We are taking another step forward in our promise to District residents and businesses – to plan not just for a world-class stadium, but for a community-centric 365-day campus that will drive growth for years to come,” she said.
“Now, let’s work together toward the final goal – to finalise a plan rich in amenities like housing, parks, and entertainment.”
Lead architect HKS has designed a 70,000-capacity venue, which is expected to host events year-round.
The Commanders have undergone a complete overhaul since the scandal-hit ownership of Dan Snyder.
One of his last acts was ditching the Redskins moniker, which was deemed offensive to Native Americans,
Josh Harris bought the team for a record $6.05 billion in 2023 and has set about changing things on and off the field.
