Having left Danish side Brondby last month, the 46-year-old is currently without a club.
Cooper guided Nottingham Forest to promotion back in 2022.
He has also previously had spells in charge of Leicester City and Swansea City.
Season fast-approaching
The Clarets are less than two weeks away from starting their pre-season schedule on Friday, July 10.
Burnley will play matches against Cincinnati, Columbus Crew and Real Salt Lake as part of a tour of the USA.
Matches against Dutch giants Ajax and LaLiga side Espanyol are also scheduled ahead of the new season.
Meanwhile, their league campaign begins at home to West Ham United on Sunday, August 16.
Their new manager will also face a Carabao Cup tie at home to League One Notts County a week prior.
